    I read somewhere that a hand crank can opener can be used to open hard plastic packaging. But I couldn't get it to work, so I use my kitchen scissors.

    Absolutely. A person shouldn't need tools, or risk injury, just to open something they purchased.
    The first example that came to mind: decades ago, those large heavy-plastic things that cassette tapes were sold in. I can't recall anything recent, but it's pesky for sure.

    A can opener will work on the hard plastic packaging as well. Can't remember where I read that but if that's not handy a decent pair of scissors works too.
