Take a single sheet of newspaper. Roll it up very loosely; 2" o 3" diameter. It has no strength, but makes a lot of noise when you lightly hit something with it. When your cat does something bad start hitting him with it and continue until he stops the bad behavior. No hurt, a lot of noise...
