80% of tenants are new arrivals to Australia.
Seems to me none of the new arrivals have any respect for doing the right thing.
Every week, the bins are full to overflowing because they are very, very wasteful.
Every week food scraps are going in the recycling bins because they do not care.
I have previously pointed out to them that food scraps go in the red bin.
I have been told, "Mind your own business" and "Why do you care"?
Really not much can be done to stop this wanton disrespect.
If there is no proof of who the main culprits are then how can action be taken?
Trying to negotiate with council to allocate more bins.
Every week it is like this.

Seeing that would almost drive me insane. Here in Canada, the lid has to be shut on the recycle bin, if it is overflowing, they won't pick it up.
The general rubbish collection truck has been and gone. They emptied the bins with a little grumble.
I do not blame them for not emptying them when it is such a disgrace.
Landlord keeps sending emails to all tenants, most of them ignore the notification. :(
 
Oh goodness. Here at the flat we have these lovely underground containers. That was annoying when I lived in a house with babies/toddlers. They didn't even pick the bin up every week. Every other week or so. All these diapers. I had to stand on it and one day I saw that the neighbour came from her to our house to secretly put her bag in ours. She didn't even have kids at home. Only 2 people. Once I just dumped a bag of hers back on their porch and the cleaners took it anyway. I think the message was clear then. She didn't do it anymore.
 
Bretrick - you will know where I live - Derby - Western Australia- when we first arrived on our 8.5 acre property we had two bins - 1 for the main house and 1 for the granny flat - are they picked up NOT on the property with it's soggy gravel and sandy pathways - we have to get them to the drive entrance and then they are emptied by automatic lorry - come hail ; snow or shine that's what happens [ps we don't get much snow!!]
 
Looks like those bins are picked up manually. Here the bins one for trash one for recycle are that size but have indentation so that a truck with hydraulic lift can grab it, lift it, then dump it. Even bins stuffed like those are, aren't a problem on pickup day.

Looks like some of those boxes have address labels on them. That should make it easy for council to go directly to the people that have no respect for other let alone the people that have to do the work to empty that mess into a truck.

Overall more bins are needed & maybe trash pickup more than according to what I think you posted as once a week.

Kind of surprising there are no rats running around near those bins.
 
I see it in the streets here.

People tossing trash out of their vehicles rather than hang onto it until they find a bin or arrive home.

In fairness, there seem to be fewer bins available, businesses and municipalities cut back, enforcement of existing rules/laws is more lax, and a big one for me is that we have a couple generations of young people that were raised by strangers while both parents worked or were busy staring at their screens.

I’ve reached an age where I don’t feel that it’s my battle to fight.

These bins are mechanically lifted.
We are awaiting a response from council regarding the allocation of more bins.

The problem here is I live here. Amongst the rubble.
Personally, I generate one very small bag of rubbish a week.

Bretrick: that's disgraceful. Surely the centre could give you all larger bins or those larger ones that take building sites rubbish. All that rubbish attracts rats and flies.

I agree. All our recycling garbage has to be in a see through plastic bag. All our general garbage has to be in a clear plastic bag also We are allowed to have a small section of the bag with a cloudy white bag for toiletries. We only have one small bag of garbage. We compost all our organiic stuff and put that out in our own bin to recycle. Our garbage goes in a covered garbage box and gets picked up around 12:00 each Friday. If our garbage looked like that it wouldn’t get picked up.
They should put cameras out to catch the sods doing this. If one person gets away with it, others start to follow which is a real shame. It wrecks it for everyone.

Don't blame you for being irate.
 
Same thing happens here in the UK . Blocks of flats which were previously kept very tidy and neat by the tenants have now been given over to immigrants and the conditions are awful..similar situation to yours Bretrick, with the added addition of tossed out furniture like sofas.. .. and in some place they don't even throw them in the rubbish area, they literally throw them into the street . It's diabolical...
 
this isn't where I live it's in Birmingham in the English midlands..which has a very high immigrant population

Exactly the same here regarding discarded furniture. The process is, if furniture needs to be discarded, email the local council and they will send a large skip bin, at no cost.
No one does that, no one.
