Difficult to find anything top class and legal...but a subscription to RugbyPass could be a solution
I know ESPN,FoxSport and NBC sports show rugby(There is major League Rugby ).
But you tube can can come up with some gems.Just type in live rugby.
VPNs can get you free rugby from Channel9 in Australia,or free British channels and RugbyEurope Tv is good.

Most wednesdays there is a live British University game on you tube,
lots of schools stuff too.And international highlights always on you tube.
I use this....but it is strictly not legitimate

I watched the USA v Uruguay recently on you tube.
And there is a US channel called flo rugby that I tracked down USA v New Zealand on.
