The song is about a man who saw a flower girl sitting in the rain, he said hello, and continued his walk in the park until, when the rain stops and the sun breaks through, he turns around and she is gone.
He still feels happy about the experience, and will remember the experience for years to come.
Moral being, we all have these fleeting "Happy Moments", allow yourself to enjoy those moments and reflect back on them when times are not so happy.
