I live in Chicago and have a criminal record. Name (not a common one), university town and birth date are correct. I've only visited Chicago twice so dunno how that came up. Maybe if you land at O'Hare that counts as residency? 
I didn't pay for the report to check my criminal record. So far, no one has taken my professional license away and I can vote (maybe more than once in Chicago...) so it must not be a felony.
Decided to see what came up after searching for an old friend whose info was also incorrect. I'm kinda glad these things get it wrong.
