My neighbor has a huge bougainvillea that grows over the fence into my yard. I really don't like these plants because they are messy and get out of control, but I deal with it without complaint on my side of the fence and just clean the mess up and keep the branches trimmed. My neighbor's gardener deals with the mess in their yard by blowing everything under the fence into my yard. I've asked the gardeners twice before and again this morning to please not do that (they are immigrants and may not speak English that well so I'm not sure they understand me). I've also asked my neighbor to ask them not to and she sent them a text requesting they not do so, and then suggested I change my gardener's schedule or hire her gardener. That isn't going to happen. Am I overreacting? To me, this is just plain rude. These are the same neighbors who, when they re-did their backyard, changed the grading so that all the rainwater from their yard would drain into my yard. When I showed the neighbor a video of the water pouring from his yard into mine, he acknowledged he had done it intentionally and then made some changes. (Of course, because I'm in SoCal, I doubt this will ever be an issue again, but one can always hope for an El Nino.) I'm ready to file a formal complaint with the HOA, but I don't want to get into a spat with the neighbors (the same ones who have loud parties every weekend and who don't seem to care about the noise and loud music that echoes throughout the neighborhood). I don't want to over-react and I'm perhaps overly sensitive right now because I may have to put my dog to rest sometime soon, but this really is getting to be tiresome. I'm thinking maybe some self help, like going down to Home Depot and getting a couple of fence boards and nailing them onto the bottom of the fence so that nothing can come through underneath.
