I would think they were for stacking *something*, but I can't figure what would be small enough to get out of the bottom and why you'd need so many.
Whoever built it was a photographer and used it to store rolls of film. Remember film use to come in those little square boxes, right? You could load each bin up with different speed or types of film, it made for easy storage, easy inventory and easily pull what you need for the day.
That's my guess and I'm sticking with it.

Those were to store something. And they're we lots of variations of the something. And it was something that was frequently used. The only thing I can think of that would come in small amounts or containers, used frequently, and which had lots of variations would be medications. Maybe a pharmacy storage unit??????

Hmmm, located in or adjacent to a food pantry...pretty sure is designed to "dispense". The width is close to the width of the door, so approximately 36 inches wide, and judging buy the thickness of the frame, about 3/4" deep. Nine slots, which could be 4.5 inches wide each.
Edit: actually the more I look the divider material could be maybe 1-1/2" wide.
Whatever it was designed to dispense, they used a lot of them.
