Looks like a Spanish conquistador.

It's a Rembrandt, Man In or With Golden Helmet. They can't make up their minds on the with or in. I'll check further.

To update this, it was allegedly painted by Rembrandt, according to other documents some claim it wasn't. But the the title ot the work is stands as in "Man In The Golden Helmet".
