Barry's Miffy is ruined twice, but police save the day

What is wrong with people who when driving by decide to go damage things in other yards etc.
What is the purpose or satisfaction?
 

Reminds me of The Gävle Goat. At Christmas every year in central Gävle, Sweden, a group of artists build a massive traditional Swedish style straw goat around a wooden frame and set it up in the center of a park (or famous square or something).

And nearly every year, somebody burns it down.
