Bear takes up residence

I see that bear has a tag in his left ear. Tagging a bear usually means they have been captured before and relocated to another area.
One would think CF&W would just dart that bear, and remove him. I can only imagine what damage he might be doing underneath that home the longer he's permitted to stay there.

Couldn't the crawl space opening be secured when the bear isn't under the house
