Flooding is a 'normal' event throughout Chinese history. The Yellow River is known for its flooding and the unpredictability of it. Sort of like a'...and this too shall pass...' event. Give the Chinese credit for their stoicism.

Stoicism? If you're talking about the Chinese people, I think it's more like Resigned-ism.

The CCP built a bunch of dams and redirection systems all along the 2 major rivers with little regard for the villages and farms along the same rivers. The CCPs main concern was to keep Beijing well supplied but simultaneously as un-floodable as possible.

Meanwhile, people living in the basin are left to their own devices when the inevitable flooding happens, and they know it.
