I use a small rubber mallet and start by tapping on the bottom and work my way to the top. Don’t use a solid rubber hammer. Use a mallet that has give so you don’t bend the metal.

I think you do a lot. There should be general handy people to hire. I wish there were more but you'd have to trust the person.That's why I hardly ever do anything.
I seem to mess up everything I try. Or I get so upset about it, I can't do anything.

Vacuuming isn't the problem, it's removing the baseboard covers so I can. Those end caps feel like they're welded in place.

I have a crevice tool I've been using, but not as effective as being able to clean a fully exposed coil. I used the crevice tool on the basenoard in my bedroom and still had the same amount of dust settling. When I got up enough enthusiasm to move the furniture and remove the baseboard cover (the bedroom one was fairly easy for some reason), there was still a fair amount of dust especially on the side and underneath.
