Can't Put Baseboard Covers Back Properly

I can't get the end caps back on properly. Today I tried to get the cover off the one in the dining area. That's one that has a corner piece. I couldn't budge the caps.
I use a small rubber mallet and start by tapping on the bottom and work my way to the top. Don’t use a solid rubber hammer. Use a mallet that has give so you don’t bend the metal.
 

I have a crevice tool I've been using, but not as effective as being able to clean a fully exposed coil. I used the crevice tool on the basenoard in my bedroom and still had the same amount of dust settling. When I got up enough enthusiasm to move the furniture and remove the baseboard cover (the bedroom one was fairly easy for some reason), there was still a fair amount of dust especially on the side and underneath.
