Using the same type of thinking, we should shut down a convenience store, if it gets robbed. And if there's a gun involved in the robbery, we ought to throw the store owner in jail. It is the bar customer's responsibility to conduct himself, according to local law. It is the bar's responsibility to not serve an obviously intoxicated customer. And quite frankly, it's pretty idiotic not to recognize that a guy can get roaring drunk at any time of the day.

Not really. It doesn't work that way. Shut down earlier, they just drink a little faster before getting cut off. I used to tend bar and saw a lot of that. Back then, we couldn't cut them off if they got drunk.
