Potential college students encouraged to apply so the colleges can deny the application. One reason is to make the school appear more exclusive. It's called 'recruit to deny'.

They also encourage or accept fast track applicants using a VIP application process. Since 1990 the number of students applying to 7 or more schools tripled. Since 2002 the number of declines increased 11%. Also noted some school actually need more applicants for money.
