This can be a measure of the relative strain on a state and how “likely” coronavirus deaths are in each state. As you can see the top states are New York, Louisiana, and Washington. There are two states that so far have not had any coronavirus related deaths: Hawaii and Wyoming.

You will also notice that the ranking is unrelated to the population of the state. While Texas has the second most number of residents of any state, it ranks in the bottom 1/3 in terms of deaths per million residents. On the other hand, Vermont has second to lowest number of residents but ranks 4th in terms of deaths per million residents.

Another way to look at the death rate is how it compares to the total number of confirmed cases by state. The global death rate from coronavirus (coronavirus related deaths / confirmed coronavirus cases) is 4.69%.

The average death rate in the United States is 1.75%. The low death rate in the United States could go up as the number of cases exponentially grows and deaths have not “caught up” to the exponential growth.
 

As of two days ago, the numbers in N.J. are obsolete. I imagine for many of the other states as well. Sunday I posted a graph that gave the numbers as shown in your post for N.J. By the next day, 2,316 more cases were added. As of the latest news today, the cases total 18,696 and deaths have almost doubled, now at 267.
