Very sad to see what is happening to the cruise industry due to Covid and lack of revenues but the marginal players always go by the wayside during difficult financial times.

Crystal cruises are owned by Genting Hong Kong. They have been having a lot of financial trouble in the last few months. Some passengers did know this and still boarded. Very silly.
The arrest warrant is usually issued to the owner, then the Port Authorites are told and then the Captain of the ship etc.

Thanks for the info. My overactive brain was imagining a huge police boat the size of a Ro Ro ship with massive handcuffs snapping themselves onto the smokestack.
 
46 USC 31301:

(5)“preferred maritime lien” means a maritime lien on a vessel—

(A)arising before a preferred mortgage was filed under section 31321 of this title;
(B)for damage arising out of maritime tort;
(C)for wages of a stevedore when employed directly by a person listed in section 31341 of this title;
(D)for wages of the crew of the vessel;
(E)for general average; or
(F)for salvage, including contract salvage;
