Do all birds in the south molt

I was sitting here talking on the phone to my mom and this HUGE black bird perched on a chair on my deck. His little neck was all scrawny like he didn’t have feathers there and he had one huge tail feather. I’ve been noticing the birds around my feeder (blue jays and cardinals) that have little black bald heads with a couple of feathers sticking up.

I really don't have the answer but imagine they all do molt. I have 2 birds who molt pretty often leaving feathers everywhere.
