Broke to people used to having money has different meaning to those who are actually broke. To top it off if Bill hadn't racked lawyer bills for lying I'm sure they would've left the White House a lot richer and have gotten speaking and book deals a lot sooner.

I suppose that when they left the WH, they likely owed more money in legal bills than they had coming in, so even though it was, as she put it, an "inartful" thing to say, it may have been technically accurate.
