France's current government collapses after No Confidence vote

Not just Europe. In France, the government collapse sounds more like a reorganization. Not to say throwing out the whole crew isn't a big deal, but I don't understand it well enough to say whether the reorganization will be swift and clean or a dysfunctional mess, or even if the old guard was doing a good job or a bad job.
