How does the Epiglottis know when to open/close?

We still breathe when we have a mouthful of food.
Only swallowing closes the Epiglottis?
Sometimes food gets into the Windpipe causing us to cough and expel the food

Often times after a stroke the epiglottis doesn't know when to open and close.

Sometimes liquids are restricted or thickened to prevent or reduce problems swallowing.
