How to covert wdb to ods format

It's a very old file format and there are very limited ways to open it.

To open a Works database in Access, first open the file in MS Works. Then export the database as a .DBF file. Then import the DBF file into MS Access.
NOTE: Some versions of WDB files can be converted to .CSV files and Excel spreadsheets using the Works Database Converter. However, some fields may not convert correctly.

Open Excel, click "File" and then "Open." Change the type selection to "All Files" and select your Works spreadsheet. After it opens, click "File," "Save as" and then set the "Save as type" to "Excel Workbook." Re-save your file to create a current Excel copy.
 
I don't have Excel or MS Works. Like I said in the OP, only OpenOffice.
Well then try Calk the open-office spreadsheet program,as the instructions above for Excel, might work.
Or use Filestar Converter go here https://filestar.com/ click on pricing and choose the free version and download and install converts most files to any other.

I can't open a document because it's in WDB format. I tried Notepad and it didn't work. The only word processor I have is OpenOffice.
LibreOffice which is more robust than OpenOffice is a free office suite. It is capable of converting and opening most WDB files. Where is the file from? If you received this from someone is it a legitimate file? If so, they can save it as a PDF file on their end and then send the file to you.

I probably carried it over from an older computer I had that had MS Works installed. I know there are online conversion sites, but I'm dubious about them and also downloading and installing anything that didn't come with my system.

You should be very cautious about using the online conversion websites. Most are loaded with popups and malware. LibreOffice is a legitimate program. You will still need to jump through a few hoops to convert but it should be able to open it and save it in a readable format. Do you still have the software to install Microsoft Works? If so, you can do that, open the file and save it in another format that you can easilly open in the future.
 
Seems like an awful lot of angst to me just to open one file, surely you must have a friend with Excel or even the Library/Computer Shop. Copy it to a USB stick and use theirs, when done Copy back to the USB.
