I have two tins of Chili Beans

Logically they should balance. What is your plan for storage or are you going to eat all those beans at once? Or do you plan on adding ground meat some other spices to make chili con carne?
 
One hot, the other medium.
If I combine the two, I can make a medium hot dish, correct? :unsure:

As my mother used to say, you can always add more, but once something is in, you generally cannot take it out.

Depending upon your definition of "medium hot" you should have some spices on hand to adjust flavor to your taste, as well as some extra medium or bland beans to dilute the hot if need be.

There are various types of dry chili powder, some burn the tongue, some add taste and a mild heat. Two good investments for smoky heat are Smoked Paprika and canned Adobo chiles in sauce. Spices can be expensive, find a friend and split the cost of a bottle, divide it in half.

If you have time, it is well worth learning to make chili from scratch, buying inexpensive dry beans, soaking and cooking.
