Why do you need a landline for a work phone? I went cellular for my work and home phones years ago, never regretted it.
I have a disabled person I care for and I must have a reliable phone in case of power outages, we fall through cracks to get financial aid of any kind so lifeline is out and not available in MS now anyway.

And btw, I too, must keep a landline phone, as it is the only thing that will work, dependably and reliably, in my building/location/area, and especially during power outages. Therefore, still essential for emergencies.
No tv, no cable connections, no wireless, no computer internet, when the power here fails. Regardless of having a well charged up battery in any/all of those items.

I'm not sure about the relation to power outages. Do you mean keeping your phone battery charged?
A small power bank can recharge your phone 2 to 8 times, depending on type of phone and "capacity" of the power bank. Cost is USD 20-200. Available in electronics shops. If you expect longer outages, you can get solar-rechargeable ones. Or buy more than one.
If you already have a car battery charger with USB ports (most have them), you can use that too.
Just make sure you keep the power bank/charger charged at all times.

I understand that you need a land line that doesn't go through a router?? Have you thought about a radio? There's the old CB if you're close enough. Most 911 centers monitor Channel 9. And there are handheld short wave radios. You do need a license, but today, it's mostly filling out a form. Your 911 center might have more info.
