No they should not, not while western governments give them cash hand outs.

I'd say yes. I heard similar arguments during the US space program. The US space program was a massive employer, especially during the moon mission days. That's probably how costs got out of control because too many greedy corporations went after government with a vengeance. Hopefully the India space program starts picking up customers from outside their country to bring in new money.
