Is this agency the same as our FDA (food and drug administration) ?

Was researching what, if any, stem cell therapies are approved and used in other countries. When I found an article saying the European Medicines Agency (EMA) approved a Stem Cell treatment for the Cornea that will help the eye repair itself. And prevent the person from going blind.

So I am wondering if EMA is equivalent to the United States FDA ?
