Right there is the 'why' that you're looking for. Those higher ups need to support their positions and career advancement with 'proof' that they're doing a great job. So they are willing to lie. Oh gosh, what a surprise eh? By the way, the Canadian government is touting that 'public line' as well.

It also keeps the electorate peaceful because they think their governments are doing a good job protecting them and so they don't demand answers, resignations and firings.

Exactly. Professional politicians love using the "intelligence" community to rationalize their policy & actions. If you are against 'intelligence' you must be dumb. Many have said it is that very down playing of threats that was part of the motivation for some of the Benghazi attack & cover-up which was first described as a spontaneous protest and not a planned attack. One must wonder if "the threats" in that area were taken more seriously all along the whole thing could've been avoided. But the entire region has blown up literally and figuratively a lot quicker than I thought. I thought the power vacumm & power struggles would stay in Iraq a little longer.
 

I'm pretty sure that I read a headline or saw a report or remark on television just the last few days that said basically, that if the coalition takes 10% away from them at X, they take 10% back somewhere else. One more time that you can't trust what the talking heads on tv are telling you?
