I believe they are for powder products like - powder blush, bronzer and face powder. The flat, tapered bristles stop too much powder being picked up so you just get a light dusting of product rather than the heavy, cakey look. At least, that's what I was told when I bought one and, it was so good that I bought another although, I don't think either are the Kabuki brand but, look very much the same.

Yes, I have a bush like this. Synthetic fibers. Though I don't wear much makeup since the pandemic.

I wonder if the brush is named after the actors in the Japanese Kabuki theaters, who wear white face makeup.

It looks like it would be handy for applying an even coat of powder to the face.
