I'll buy it was 'a' contributing factor but some of the pictures of rust and lack of rebar in some spots says this was doomed without repairs or additional support. This is part of the issue when local zoning allows structures fairly close together.

I was wondering about the outcome of all those investigations. It seems the building was poorly constructed, and poorly maintained. It was not a question of why it collapsed, but why it stood so long.
