More shortages coming?

The whole thing seems incomprehensible, I don't understand why that particular trucker organization has a problem with the new law, if they are independent truckers then they can satisfy the legal definition and will not be affected by the law, and if they are not truly independent then the law gives them the right to standard employee benefits such as unemployment insurance. It seems like there are other not-really-independent-and-previously-exploited-by-companies truckers who are happy with the new law.
I wish they would explain exactly what damage they think they suffer from the new law, why they can't satisfy the legal definition of an independent trucker, etc.
 
Now, it seems that another major West Coast port....Oakland...has been shut down, by protests, due to California laws regarding independent truckers. That will likely result in even more ships unable to unload, and more loaded shipping containers unable to be transported.

AB5 which was ment to snag the companies that abuse employees by treating them like contractors also snagged independent truckers. Which means in California an independent trucker in theory must transfer his load to trucker who is an actual employee of a company at the California border. It's messy.

That being said there aren't shortages coming they're still here on various items including baby formula. Stuff seems to come in batches or odd lots instead of with regularity.
 

I'm confused as to why the truckers are protesting. But whenever a new law gives all kinds of wonderful benefits, it's gonna cost you-big time. If I read this law right, it would eliminate all independent truckers. As the law states, to be an independent contractor:
  • B. The person performs work that is outside the usual course of the hiring entity’s business.
How can a trucker who is contracted to drive trucks by a trucking firm be OUTSIDE the hiring entity's business?
