I received my pension check today (so it looks like my application for DD hasn't gone into effect yet) and it's less than than last one! So much for COLA.

I think I figured it out - my Medicare credit went down.

I received a reply from the retirement system. Looks like they are fobbing it off onto the Civil Service Dept.:
While it is sometimes possible for your health insurance premiums to be deducted from and Medicare Reimbursements to be credited to your pension
payments, the New York State and Local Retirement System does not actually administer health insurance benefits. Health benefits for retired state
employees are managed by the NYS Department of Civil Service – Benefits Section.
