My broiler function is finally fading away so rather than shop I prefer to rely on personal recommendations from the folks here..............thanks
Was doing food formulation work and learned from Bon Appetit that the Hamilton Beach economical oven worked
just as well or better than the high end counter top "ovens". Need to replace mine now, but hey, that's been a few years using it ha. I've got other ovens, of course...but this little guy is so universal and compact it's become my "go to
one" for a lot of oven toasting/baking & broiling. It has a crumb tray and "stay on" feature. Just remember not to store hot plates on the top as its nifty lift up front feature will do them in:

You need to be sure the temp is turned on to the highest setting - 450° and the broil knob. Turn the oven off and then back on. You should be able to broil coated fish in 10-12 minutes or so, thick portions like cod or halibut. Also, change the rack level if you need to find your "sweet spot". Its a good appliance, as you said and is very economical in energy usage. That's the one we have and it works good except for the broil function. It doesn't seem to get hot enough, like a regular oven. I don't know if that's typical of toaster ovens. But we use ours for almost everything that will fit in it, which is probably saving us a bit of money since it uses less power than the regular oven.
I will guess that might be the case for broiling. I saw a pizza RR posted using a broiler for 2 min. I tried it in my toaster and it took almost five but it worked nd mine is older than the moon. That's the one we have and it works good except for the broil function. That one I saw when I went searching and the low price it tempting compare to similar ovens with the same ratings but nearly triple the price. That's when I decided to ask for personal opinions. Thanks AB.This is the one that I use almost every day and it works fine considering the price.
