Need info about hacked cell phone

My phone was hacked.
I have no idea how it happened. I do NOT use wifi, don't click links, all I was doing was checking the weather report on news station and even though they had a video I didn't click/view that either. Suddenly, a female voice said something in a foreign language, and phone started acting nutty.

I made sure the names and numbers of my contacts were written down, and then I did a factory reset.

The next day, when I could get online (on computer), I contacted Tracfone Live Chat, and the person said my phone is now safe.

However, I've read resets don't always eliminate everything, and I noticed voicemails were still there- not even MY voicemails, but ones from whomever owned the refurb phone before me.

Question: my #1 concern is all my accounts are connected to this phone and some require two-step verification- for example, I cannot get into my bank account on PC without a verification code being sent to my phone.

Do you agree with the Tracfone rep. who said phone is safe?

You tell them that you feel there is an issue with the SIM card and ask fro a new one.
I have lifeline phone benefits through Safelink Wireless- they're virtually impossible to get ahold of- but have been buying phones through Tracfone. I was told the two companies are connected.

However, when I chatted with Tracfone's live chat after this occurred, they said I no longer have a Tracfone account and can no longer buy phones from their website to use with lifeline benefits.
So an additional complication: when I can afford to buy a new phone, I'll need to get it from Safelink- outrageously expensive- and don't even know how to get it activated to ensure I keep my same phone number which is ESSENTIAL...

I don't think either company would send me a new SIM card, but phone itself needs to be replaced anyway just because of how long I've had it.

Complete factory resets, the one were you hold down the power and volume buttons at the same time, putting the phone into safe mode and not through the settings menu, completely starting over has always worked for me on every phone. I did it last year on my TracFone. Didn't need to contact them at all. Just make sure you have IMEI and SIM numbers just in case. I didn't need them though.
