In order to deal with the issues of hostages and rescues in particular the administration has created a job/department of hostage affairs called Special Presidential Envoy For Hostage Affairs.

I don't know this could send a message that hostage taking is "accepted" by the government and/or simply deal with that department to get what you want.

I would make this a task force type project and not permanent position.

Thus, government creates "new jobs", which is good. Add jobs having no product, no sales revenue, no taxes paid, no purposeful gain for the average American, for whose affection by government shows only at voting time. imp
