No Consistency in Regulations

I went to "Target" (which is a large store that has everything, including food). No line & no limit on how many people can be in the store.
So, why do other stores like Ralph's & Trader Joe's have a limit of a few people in the store & a long line of people outside, freezing?
I doubt there is less Corona in certain stores.......

Lines and limits are set by store management. Or not, as in your Target's case.
