Philadelphia Police Officer Fights/Beats On Teenage Suspect

I looked at this several times--how did she end up on the ground? I can't say with certainty if he is punching her or grabbing her flailing arms. Either way it appears to be unnecessary but I suspect there were things not captured on the video--was she spitting at the female officer, was that why she was pulled away? Did you see the girl almost losing her drawers? What a melee.
 
Still unclear on somethings but I thought I saw a report where the cop was a she.
