San. Fran. now, can fine, and jail street people.

A new San Franciscan law has provisions where people, who live on the street can be fined, and if they can't pay-jailed. Let's see, if you're living on the street, do you think you can afford a big fine? And, of course, taxpayers are going to foot the bill for all the jailed people. What's your take on the law?
My opinion is this is a scare tactic to get street people to move just across the city limits, so they are somebody else's problem.

I have compassion for these people, and I think we should do all we can to help them (Within reason).
However, I don't think we should exempt them from the laws due to their situation.
Doing drugs, pooping and urinating on the sidewalk, steeling shopping carts, and sleeping in business doorways, harassing or threatening people for money, etc... just can't go ignored.
I don't have all the answers, but I just feel that we should provide shelters, food, clothing, etc..., but they still have to live within the bounds of the law. JMO.
