Searching a TV tune from the 1940s

I am aware that it is an insane request but I must try. I was born in the late 1940s. My parents were divorced when I was about 2 years old and my mother had to work while I went to kindergarten so I was left alone in our flat after school. Consequently, I watched television a lot. Anyway, the music that played during certain programs (or maybe between them) is embedded in my brain. One tune, more than any other, is committed to memory and after all these years I still know it well. But what is this tune? Is it a full orchestration or only a little ditty that was played from time to time? I would love to know what it is called and maybe get the whole thing down-loaded if only I could have it identified. HELP! Who should I turn to?

I'll have a look through your list (thank you) but it is only background music to this particular British Pathé report. It isn't necessarily (almost surely not) from Laurel and Hardy's film(s).
 
Now that @timoc has solved the biggest part of the puzzle (title and composer) it led me to the second part of the puzzle: From where I know this tune in the first place. According to one contributor to "1950s British TV and Radio" forum ....

"Used to listen to his half-hour series on the BBC in 52/53, yes, the signature tune was Robert Farnum's "The Jumping Bean".

The only mystery yet unsolved is why I didn't think to put the question to this (or to any other forum) 20 or 30 years ago? That's how long it's been eating at me. :oops:

How did you know what programming he was referring to? I am not seeing anything specific in the OP.

@Verisure If you can remember the name of the show, maybe this website will help. It gives the name of the songs in every episode of whatever show you put in their search box. Did you know that from the early 1960's, Farnon was a prominent orchestral arranger for vocalists. He arranged and conducted Frank Sinatra's only album recorded outside of the United States, Sinatra Sings Great Songs from Great Britain (1962), in London.
Look again at my EP and you will see another of Farnon's most popular hit of the day: "Portrait of a Flirt."
