Not much to go on but it was Russian, probably by Tolstoy or Dostoyevsky, and one passage (paraphrasing).

Peasant was walking down the sidewalk and approaching from the other direction was an aristocrat. Peasant hoped that they could exchange greetings cordially.

The peasant knew that this was unlikely and so would settle for the aristocrat to spit on him or push him into the street. Peasants were supposed to step off the sidewalk anyway when big shots approached. At least the aristocrat would have acknowledged his existence.

But the worst thing happened. The aristocrat ignored the peasant altogether, as if he weren’t there.

Wish I could help, @Damaged Goods, but the only Russian novel I've waded through was "The Brothers Karamazov" and I don't remember that particular scene.

Perhaps you could try one of the on-line literary sites?
