But the catch is, what if they don't want help and refuse help?
I don't know how widespread it is, but individuals cannot be 'made to' accept or cooperate with treatment.
You can't force anyone to get help , but you have to offer what is the best services for that individual and if that is mental health services than that is what should be offered first. If that person refuses the treatment then they is no other choice but have them serve the time in jail.
 

A man can be arrested and forcibly committed to a mental hospital for psychiatric care if he appears to be a "danger to himself or others."
