Do you have a cell phone with a camera on it?
That's a good place to start.
Take the camera with you and start taking pictures with it.
With digital photography now you can check the pictures you took easily.
Then you can make a decision if you like them or not.
It's also easy to take the camera to a place like Walmart and print them out if you like.
Now as for tips. A library book perhaps. There are plenty of books on photography.

I agree that cell phone cameras are a great way to start. However once you've mastered there are a number of different steps you can take.
If you absolutely love photography and want to get better images and more control over your images I'd recommend getting a digital SLR and learning about controlling the aperture and shutter speed to control the way your images look. The one negative of this route is it can be expensive.
A less expensive option is to get a compact camera with a zoom lens that allows you to control most things like you do on a SLR.

SLR. Single lens reflex. Zoom lenses. Controlling shutter speeds and aperture are a long way for a beginning photographer. What is there to master in a cell phone camera. Point and click. The tough part is saving the ones you want to keep and print to a computer and a flash card. Subject matter. The poster wants it as a hobbie.

I have a bridge camera, but I bought it used on eBay. Probably the person who sold it was upgrading. It is a Canon SX20, and they are available for less than $100.
