I went to my bank account this morning and I discovered,
that Total Adblock has asked for more money, £10.99 this
time, last time it was £1.99.

My bank, when I called them, said that as I can't give an exact
date of when I cancelled my account, they are unable to give
me a refund, the lady asked me to wait, when she came back,
she said that, I will get a full refund, because they used another
name to get the £10.99, plus she blocked them again, forever,
unfortunately, if they try again in September, then I will have to
change the card.

How they got my card number, I have no idea.

Be warned, if you have the free version of AdBlock, watch your
bank account, especially if you cancel your account.

You should have gotten a new card the very first time this happened.

Banks are standing by to reissue cards because of all the fraud going on.

You're lucky that the amounts are small which indicates simply that your account was never cancelled.

I cancelled the account myself and blocked them,
the first time, the problem is that they came back
with a different name.

I didn't give them the card number, plus, the card
is fairly new.

Still you are right, I should have cancelled the card
immediately.
