Unlike Movie Villains, the ones on TV are with us every episode.
They make the main character react in a way that isn't always pure.
Without these 'bad-guys', the 'good-guy' would be pretty boring.
(I think that it is sometimes harder to play a Villian and protray Evil.)

Some I can think of that pulled it off:

Ian McShane as 'Al Swearengen' ( Deadwood )
J.K. Simmons as 'Vern Schillinger' ( Oz )
Walton Goggins as 'Boyd Crowder' ( Justified )

Michael Chiklis as "Vic Mackey" (The Shield)
James Gandolfini as "Tony Soprano" (The Sopranos)- My favorite TV character of all time
Maxis Mikkelsen as "Hannibal Lecter" (Hannibal)
Michael Kenneth Williams as "Omar Little" (The Wire)

You haven't seen The Penguin or The Riddler and more until you see them develop over the course of the origin story Gotham. It's a good series and it doesn't get too comic-like until the last season. Most of it is more James Gordon's evolution than Bruce Wayne's. And it has another really decent Alfred the butler as well. Even Catwoman has a reasonable back story here as young Bruce's first love interest.

I watched it free with ads on Tubi.
