The DIA is probably the best funded think tank in the world. They are open to proposals from anyone or any organization, other than enemies of the US, to submit proposal ideas and if they like them they fund them (https://www.dia.mil/Business/Needipedia/). Not just DOD people, anyone. Here is a list of topics from it's recent summit:

The DIA also has a great spy agency tied to it. How else do we know what other countries are up to? There's probably more double-agents in the DIA than there are in the CIA.

Just don't ever confuse the DIA with Army Intelligence, which is a really good oxymoron. (Just a little humor.)
