Why exactly did the premier of N.S.W not have isolation hotels for the crew of an airline?

There have been 13 airline crew members fined for allegedly breaching self-isolation orders.
The international crew flew into Sydney earlier this month on what is believed to have been a repatriation flight from South America.
It is alleged several crew, who have been fined $1,000 each, also left their rooms on December 5 to visit nearby businesses in Mascot.
New South Wales Premier Gladys Berejiklian said the incident is not believed to have caused COVID-19 transmission and is not connected to the Northern Beaches outbreak.
The government will change the guidelines for international aircrew from Tuesday, restricting them to two policed hotels.
