Vancouver Wants Security Deposit For Trees To Be Removed On Private Property

Vancouver wants a security deposit of sorts for a tree to be cut down. Unless it's replaced or new one planted you don't get it back. Says they've experienced a significant reduction in the tree canopy over the years.

I've seen similar regulations here. The problem on tree removal comes up big in communities with a lot of old tall trees which frequently come down from disease or storm. Some communities only allow trimming and other also demand a new tree planted if it is completely removed. The security deposit not so much.
 

My mom lives just outside of Vancouver in Surrey and she's running up against another version of the same law. She has a HUGE deodora cedar planted in a little skinny place beside her house and she wants to remove it but has to take photos and apply for a permit. Problem is that her lot is very small and already completely planted and she's supposed to replace it but where to put another tree. They won't accept her adding a bush in the trees place. But she hasn't mentioned any security deposit.
