Volkswagen Executive Arrested For Emissions Scandal Charges

I read another article about this. The government contends that this guy wasn't just an executive overseeing a department but was an active and possibly the driving force behind the denial of the software.
 
If I am understanding this correctly, this was deliberate. Whether they cooperated and paid fines is not the issue here. If that's all you have to do, what stops others from doing devious things--not only in the car industry but with other things as well. Someone has to be held accountable for a deliberate action known to be illegal IMO.
