Not really new, but a growing trend. Investors buying up western farmland for the water rights. Some places the land is worth a lot less than the water rights, and they can be sold separately, However without water all you have is a near worthless bit of desert.
I'm not sure if this is bad or not, but it is the inevitable result of our western water laws, and the growing population and demand for water.
