Police should be on the side of the victim, not the criminal.

Here in Canada I don't think it is the police at fault but the system that deals with the criminals after the police catch them. Doesn't seem to matter what the crime is criminals are back on the street in no time. I'm sure this trickles back down to the police who in turn maybe don't bother trying to catch some of them.
