What is a proxy IP

Recently, I have had a problem using some web sites like U.S. Phonebook. There it says "Access Denied". I tried another caller ID site and I received a message that I am using a proxy IP. To use their site I need to use a "regular" internet connection. I have no idea what these are or the difference, or if I have a choice. Online info says a proxy IP is more secure, but I am afraid to change anything, is I even could. Any advice?
 

At its most basic, it's a server that sits between you and the rest of the internet, acting as a "proxy" for your traffic.

Without knowing your setup, or how and why you are connected by proxy I would hate to give advice. Others here are probably much more qualified.
